This policy analysis examines the structural barriers affecting women’s entrepreneurship in Albania, with a focus on women owned microenterprises and disadvantaged and marginalised women. Drawing on policy and data reviews, consultations and a survey of women entrepreneurs, it identifies gaps in access to finance, care support, markets and business services. The report offers priority recommendations for a more targeted, inclusive and measurable approach to supporting women entrepreneurs.
